Hi Everyone,
I come to you today to give you a recent update on the election process and how this relates towards the international roll out of the IQD for Iraq.

Note: If you have not read my previous news letter from Wednesday  Part 1 8/27  Part 2 8/27, 
I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process.

I hope you don’t mind I tried to keep today’s news letter short, brief and to the point…lol…lol…. There is so much more news to tell and it will all come out later this week.

Today’s News

Today is Tuesday 09/02 and finally we get an announcement of the distribution of the ministries per bloc/party/sec. Congratulations Iraq !

But this is still not exactly what we want and need to see as the fully formed and seated government announcement. But I truly believe it is coming this week. Here is why I am all but sure this will occur prior to or on 9/4.

As the Iraqi Army moves in to irradiate more ISIS forces and Prime Minister Haider Abadi races for time to complete his government and to announce the new government to the world a NATO summit in the city of Leeds UK is planned for next Thursday 9/4.

Why is this so important to Iraq?

As you may know NATO will be taking a vote in this upcoming session on giving support for Iraq in the fighting to the Islamic militants ISIS DAASH. This is on the UN agenda.

In order to insure a strong vote in favor of this decision for Iraq it will require the presence of a fully completed government of Iraq. This would almost surely ensure they get the support they need.

So yesterday the Prime Minister Haider Abadi announced the distribution of positions for his cabinet for the next four years, which will be the successor to the presidency of the government of Prime Minister outgoing Nuri al-Maliki. He did not announce that his government was fully formed and seated.

Here is the breakdown of the ministries:

Shia - share of the National Alliance, in the next government will be 17 ministeries;

Kurdistan Alliance 7 bags, including the Iraqi Oil Ministry (makes total sense to me);

Sunnia - Union of National Forces 6 Ministries;

Coalition of Forces - Ministry of the Interior;

Sovereign Ministries – the National Alliance will take the defense, finance and foreign affairs ministries.

Next Steps

So the government positions are now official but still no names associated with them.  The next step is for the prime minister is to present the names of all the new ministers to parliament and thus at this timeframe probably announce them to the world.

He will also announce that his government is “fully” formed or “completed” at this time. I believe this will occur with the next 2 days if not even today. This is so very close at hand.

So between now and then we wait to hear about the completion of the administration of the oaths of office and the ratification of these candidates by parliament. Then it is official. Then Abadi will make his announcement that we all desire. Look for this on the news. This will make the headlines.

Next Priority Business

According to a member of the Budget Committee interim Attorney crescent Sahlani, said on Monday, that the budget is still in the government hands and was not sent to the House of Representatives, noting that the revised edition will reach parliament next week.

Said Sahlani  noting that the proxy Minister of Finance and through hosted in Parliament last week confirmed that all the new amendments to the budget set by the Temporary Budget Committee have now been introduced.

He added that "the budget will arrive next week to the House of Representatives for approval, but it contains a large deficit," pointing out that "the 2014 budget will be for the remainder of the year and only belong to the operational budget."

President Massoum called for a review of the law adopted in the work of the accountability and Justice Commission. This now looks like it will also be one of their next major tasks.

Summary

So today’s news is all excellent as having their ministry positions announced is just another step in the right direction and they are moving forward quickly.

So to get the names of the ministers associated with these positions and then to formally announce the government is fully seated is what we wait for now. I full believe that this may have already happened in Iraq and we are waiting for the news to catch up with the west. This may very well happen sometime today.

The stage is now set for this to occur. We know there are many meetings scheduled for this week. There is another  Bretton Woods meeting, there is the NATO session to vote on military support for Iraq and there is an Oil Summit also coming up this week.

The USA secretary of state John Kerry is heading to Iraq on Thursday too. Does he want to be there for some sort of announcement or is he just stopping in for tea?

Then when can we expect the RV?

All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES.
I want to emphasize once again this final announcement  of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government.

This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed.
