How does Sharpton expect the Feds to control a states police when they can't control their own police forces?
If the Police Chief in Md. can't control the situation then he is incompetent and needs to be replaced with a more capable person.
The Feds have proven in almost all situations that they are capable at very little and especially anything to do with the Justice System.
